Dr. Wei F. Lee received his Ph.D. from the Department of Civil Engineering of University of Washington in 2000. He is currently the Executive Partner of Gloria Horizons Capital Investment, and Vice General Manager of Ground Master Construction Company and MICE Engineering Consultants Company, one of the most prominent geotechnical engineering turnkey joint ventures in Taiwan. Dr. Lee also serves as the advisor to several private think tanks, investment funds, and corporates. Dr. Lee has been the Associate Editor of Journal of Performance of Constructed Facilities, American Society of Civil Engineers, ASCE since 2006, and member of Editorial Advisory Panel, the Proceedings of Forensic Engineering, Institution of Civil Engineers, ICE, since 2010, and was the Chair and Honorary Editor of Editorial Advisory Panel of ICE Forensic Engineering during 2016~2019. He is one of the world-leading researchers and engineers in forensic engineering. Dr. Lee has published over 230 journal articles and conference papers as well as more than 200 technical reports.
Dr. Lee is the expert in infrastructure PPP projects, Smart City, Geotechnical Engineering, and Multi-Hazards Mitigation. He was the Counselor and Task Force Executive of Taoyuan Aerotropolis Project of Taoyuan County Government in Taiwan; he oversaw over USD 20 billion infrastructure projects, including development of Taoyuan Metro System, Smart city, and Airport city. Before Taoyuan County Government, Dr. Lee was a research professor of National Taiwan University of Science and Technology, NTUST. Dr. Lee is one of the pioneer researchers in Taiwan in the areas of geotechnical earthquake engineering, forensic geotechnical engineering, infrastructure maintenance engineering, and PPP projects. During his professional career, Dr. Lee has been the principal investigator or project manager of over 220 research and engineering projects, including soil liquefaction, subway and underground constructions, seismic design and mitigation of geotechnical structures, transportation infrastructure management system, performance monitoring for bridges against aging and multi-hazards, and major BOT projects for tourism, infrastructures, urban plans on both government and private sides.
